Land News from Ukraine

 

People's deputies have approved the bill on amendments to some legislative acts of Ukraine on the delimitation of land in state and municipal ownership. This decision was supported by 363 lawmakers.

"The purpose of the adoption of this bill is to simplify and reduce the time limits of the procedure for transferring state or municipal-owned land lots for the ownership or use by citizens and legal persons," as stated in the explanatory note to the bill.

The author of the bill, registered as Number 2303-2, is Party of Regions MP Oleksandr Dolzhenkov.

"Now the central or local executive authorities empowered to transfer for ownership or use land in the state or municipal ownership are obliged to register the title of the state or a territorial community to the specific land lot, and then a decision will be made on transfer of that plot for ownership or use to citizens or legal entities that in the future must also register their right to ownership of these lands in the state register of rights to real estate," the author explains.

According to Dolzhenkov, adoption of the bill will give the opportunity to remove social tensions that developed for the protracted procedure of transferring land plots in state and communal property for ownership and use, including on lease terms, provide planned budget revenues, and improve investment climate of the country in the sphere of land relations.

 Growing of willow for energy started in the northern provinces of Rivne region, where there is a lot of unproductive land. Permits were issued for the development of more than 5,000 hectares of land, informed the State Agency of Land Resources of Ukraine.

"Energy willow over time can become an alternative to gas, coal and peat. A thermal power station will open in Rivne for its processing. This is one of the possible ways to use plots that are not processed, so our priority today is to reduce the amount of unproductive land," Svitlana Bohatyrchuk-Kryvko, head of the land agency's department in Rivne region, noted at the meeting.

In Ukraine, energy willow was planted in Ivano-Frankivsk, Volyn, Lviv, Ternopil and Rivne regions. In the EU, the use of energy crops is especially popular. In Denmark, willow is grown only on 500 hectares of agricultural land, while in Sweden willow plantations account for up to 20,000 hectares.

The main challenge in the course of the land reform in Ukraine is not to infringe on the interests of plot owners. President Viktor Yanukovych said this during a dialogue with the residents of Novi Petrivtsi in Kyiv region, according to the press service of the head of state.

"We want to make sure that the owners of land shares are not hurt. This is the most important question," he stressed.

Yanukovych noted that land reform is still frozen due to lack of consensus among different political forces.

At the same time, he said, the land cadastre has already started to work and land records are kept. "We are gradually moving forward," the president said.

In the conviction of Yanukovych, an important issue is also the functioning of the Land Bank, where the owners of plots would be able to receive dividends. "The earth will never get cheaper," he said.

Mykola Prysyazhnyuk, the Minister of Agrarian Policy and Food of Ukraine had a word at a celebration on the occasion of 20th anniversary of diplomatic relations with the Kingdom of Saudi Arabia establishment. He emphasized the importance of bilateral contacts, business development and investment attraction. The Minister has also thanked H.E. Mr. Judiya Z. Alhathal, the Ambassador Extraordinary and Plenipotentiary of Saudi Arabia to Ukraine for his efforts in strengthening bilateral relations.

"I want to express my sincere gratitude to our Saudi colleagues on behalf of the Ukrainian side for fruitful cooperation and mutual understanding during 20 years. The relations development with the Kingdom of Saudi Arabia we consider to be a priority of our foreign policy. And my task as co-chairman of the Ukrainian part of the intergovernmental Ukrainian-Saudi commission for trade-economic and scientific-technical cooperation is to make efforts to get maximum results from our cooperation," Mykola Prysyazhnyuk emphasized.

According to the Minister, the strategic issues of further bilateral trade and economic relations are investing into the joint agricultural enterprises with the participation of Saudi side.

"The mutually beneficial cooperation between our two countries has a great future, and today's meeting will contribute to its further development,"Mykola Prysyazhnyuk mentioned.

The Cabinet of Ministers of Ukraine, at the meeting held on April 10, approved a resolution “On re-organization of certain territorial bodies of the State Agency of Land Resources”. The document provides restructuring of certain territorial bodies by means of transformation or separation. It will afford to ensure relevant functioning of a system of territorial bodies and to create convenient and available conditions for obtaining administrative services by consumers.

According to the resolution, it is planned to increase the number of territorial bodies of the State Agency of Land Resources by 22 items without increase of a number of workers. Thus, it is planned to reorganize the local department in the Crimea into the administration because its functions cover the work of some settlements. 6 departments in Zaporizhzhya region and 7 units in Kyiv region will also become administrations. The State Land Agency in Krasnyi Lyman of Donetsk region will become the Regional Administration. Besides, it will be created region and city departments in Volyn, Zaporizhzhya, Kirovohrad, Lukhansk, Poltava, Ternopil, Kherson, Chernivtsi and Chernihiv regions. Some administrations in Dnipropetrovsk, Donetsk, Lukhansk, Kyiv and Poltava will be divided into separate units. Such changes in the structure of territorial bodies of the State Agency of Land Resources will facilitate to reduce of queues for receiving administrative services in the sphere of land relations, realization of constitutional land rights of citizens, and social effect in realization of land reform obtaining and effectiveness in management of land resource bodies’ development.
