Resolution No. 134 of March 4, 2013, says about this, posted on the government portal. Note. PJSC State Land Bank of Ukraine is a special state financial institution, whose main task is crediting of agricultural producers on the security of land and other property. The State Land Bank in compliance with the applicable legislation of Ukraine can render short-term, medium-term and (on the security of real estate) long-term (up to 20 years) loans worth up to 70% of the cost of a subject under a pledge. The government took a decision about creation of the State Land Bank on July 2, 2012.



The World Bank experts who visited Ukraine to provide support of the Project of land ownership titling in rural areas and development of the Cadastre development are satisfied with the results of this work. Thus, they have stressed that since their previous visit considerable work had been made and the working cadastral system meets European standards.

From 11 to 19 February, the World Bank mission visited Ukraine. The experts visited two district offices of the State Land Agency in Vyshgorod and Boryspil where they observed the work and the process of service providing using the new National Cadastre System.

Evaluating the implementation of land ownership titling in rural areas and the development of cadastre system, the World Bank marked in its report not only the quality and scale of the works but the speed they were conducted.

"Since the last mission of the World Bank specialists it was done a great job of the electronic system implementation using own additional software, data preparation and training. Currently the electronic cadastre system functions and it is used in 592 local and other offices", the report says.

The experts have also noted that nowadays electronic cadastre system is working successfully. A number of introduced features enable it to comply with best international practice.

However, to obtain such result and praise of the World Bank Ukraine made every effort. Thus, to implement this project it was improved domestic legislation, held informative work with the public, organized training for relevant professionals and others.

As on February 14, 2013 more than 711 certificates were replaced by the state land acts or registered as cases of "deviations". The system costs of land acts issuance within the Project agreements are approximately 16 USD per a plot. Such cost indicates an adequate level of economic efficiency, typical for our region.

The territory of Ukraine was also mapped.

"Within the project it was carried out mapping of 24 regions, the Crimea and the cities of Kyiv and Sevastopol. This fully provides Ukraine with basic one quality mapping for the first time since independence. Nowadays it possesses modern aerial photography, modern digital orthophoto in the corresponding large scale form and digital cadastral index maps that are currently available at the Public Cadastral Map", the report says.

The Public Cadastral Map provides wide access in the Internet to all orthophotos, cadastral map indexes, soil maps and others. Currently this map is also being improved.

"The Bank is aware that a large amount of work has been done over the past few months to prepare electronic cadastre system and its implementation in Ukraine. The system development, its testing, acceptance, data migration and user training were done in less than three months. It took less than five months to create a digital archive (including scanning and indexing of 16.8 million state regulations and arriving documents scanning procedure implementation). The achieved results are an excellent example for the region and other countries", the report says.

It was also mentioned in the report that the positions provided by the Project facilitate and reduce the number of bureaucratic steps in the process of ownership registration, significantly reduce the time spent on public services, eliminate delays and reduce the cost of services. Thus, the time required to register new land plot decreased from the month to 41 minutes, the cost of property registration was reduced from 95 to 63 UAH and the cost of the extract from the register from 102 to 51 UAH.

National Cadastre System provides the technical platform for the provision of a variety of new electronic services for the external users, including the tax authorities, real estate agencies, banks, universities, institutions / companies of infrastructure development. Ukrainian cadastral map is the largest in Europe. This was announced by the World Bank experts, who have completed the work of the land register creation check.

The experts think that the creation of cadastral map and disclosure of Ukrainian plots on Public cadastral map is one of the key achievements of the joint project of Ukraine and the World Bank. This Cadastral Map is a guarantee of land relations transparency and openness and eliminates abuse and corruption.

The World Bank representatives approved the work of the implementation and operation of cadastral system in Ukraine during the previous inspection. To create cadastral maps it was conducted aerial photography of Ukraine, formed ortho- photo maps and index-cadastral maps throughout the country (more than 60 million hectares) using funds allocated by the World Bank.

According to the State Agency of Land Resources of Ukraine, more than million users have visited the site of the public cadastral map. More than 12,000 landowners submitted online requests to correct the land plots location. The data were corrected about more than 100,000 plots using automatically means till the end of February.

In particular, according to the Land Agency press service, it was primarily corrected technical errors concerning coordinate systems, so currently the plots aren’t mapped in another region, the Black Sea or even abroad.

It should be mentioned that since January 1, 2013 the State Agency of Land Resources of Ukraine introduced online Public Cadastral Map where for the first time you can see information about the Ukrainian lands. Currently, the information about the boundaries and dimensions of lots, ownership and purpose, as well as their inventory numbers are available. Personal data of the land owners are not disclosed.

This issue was discussed on Tuesday at a meeting between Ukrainian Agricultural Policy and Food Minister Mykola Prysiazhniuk and French Ambassador to Ukraine Alain Remy, the press service of the Ukrainian Agricultural Policy and Food Ministry told.

"Promising cooperation with France in the agricultural sector is currently a priority for us. Therefore, we will make efforts to ensure that cooperation between our countries is at a high level. French experience in the agricultural sector is valuable to us, because we can use it in Ukraine," Prysiazhniuk said.

He also stressed the importance of the French government's decision to create the post of a technical adviser on agriculture at the Ukrainian Agricultural Policy and Food Ministry in order to establish Ukrainian-French relations in the agricultural sector.

Remy, in turn, expressed his interest in continuing effective Ukrainian-French cooperation. He proposed speeding up the work of the Ukrainian-French working group on agriculture as part of the bilateral economic commission.

"There are many reasons for France and Ukraine, as the largest agricultural producers in Europe, to intensify bilateral cooperation. For example, among the existing opportunities for cooperation international agricultural exhibitions are a priority," Remy said.

The French ambassador noted that the issues of cooperation in the sphere of land relations, veterinary and phytosanitary medicines could be discussed in more detail as part of the future work of the Ukrainian-French working group.

The positive dynamics of trade in agricultural products between Ukraine and France has been preserved in recent years. In 2012 compared with 2011, trade in agricultural products between the two countries grew by $167.09 million. In particular, exports of sunflower oil significantly increased, from $8.3 million in 2011 to $130.5 million in 2012. In addition, export of grain crops almost doubled, from $3.7 million in 2011 to $6.9 million in 2012.




Since the beginning of the National Cadastral System work the specialists have registered nearly 63thousand of land plots. The tenth part of them was in Kiev region. Besides, significant results in the land registration ware reached in Zhytomyr, Vinnytsya, Ternopil, Rivne, Chernigiv and Kirovohrad regions.

In particular, cadastral registers have given 15 604 excerpts from the land register. Every day the number of land legal documents supply increases and even exceeds the index of the previous year despite the delays linked to the new registration system launch.

Currently, the mission of the World Bank on the investment project "legal land documents supply in the rural areas and Cadastre development" implementation support is holding in Ukraine. The experts together with Mr. Malkolm Chailders, the land resources administration specialist check the execution of this programme and soon will give their assessment of cadastral system in Ukraine.
